WILTON, CT / ACCESSWIRE / September 18, 2014 / International
Star, Inc. (OTC Pink: ILST), provides Van Demeen project update.
The Plan of Operations has been submitted to the BLM. The
Plan of Operations is a description of how ILST is proposing to
conduct their operations and contains information unique to that
particular operation. It is currently under technical review for
completeness. Currently, ILST is working with the BLM to provide
them information needed to complete the proposal. This is an
iterative process. Once the Plan is accepted it will then be
submitted for environmental review which is required under National
Environmental Protection Agency (NEPA). It is this complete
proposal that will constitute the proposed action in the NEPA
analysis. It is only after the BLM conducts its environmental
review that a determination can be made on whether the operator has
proposed a Plan of Operations that would cause unnecessary or undue
degradation to these lands.
A plan of operations and BLM's approval is required in
Designated Areas of Critical Environmental Concern. The time
for completion varies due to the complexity of each project, and
while this project scope is relatively small, the plan must
adequately address each of the issues that are raised during the
technical and environmental review.
Because of the location of the Van Deemen Mine, in relationship
to other natural concerns, the BLM has additional requirements that
are site specific to this area. Currently, ILST is working
with the BLM to provide them additional information needed to
complete the proposal. To date, in addition to the original
plan, we have submitted a map of the pit design, access roads and
drilling and blasting requirements. We are also setting up
appointments with BLM archaeology and biology managers to discuss
their site specific requirements of the area for the baseline
studies. In addition, a meeting is being set up with a
crushing contractor for the specifications for a crushing
circuit. Work is continuing on with other specific
requirements needed by the BLM.
"This is an iterative process", explains Barbara Carroll, VP of
Project Development. "The time for completion varies due to the
complexity of each project and its location. While this
project scope is relatively small, the plan of operation must
adequately address each of the issues that are raised during the
technical and environmental review before the BLM can approve the
plan."
