NVIDIA: New U.S. rule not expected to have an impact on operations or product sales to China

On January 16, 2025, the Bureau of Industry and Security, Department of Commerce, published a rule entitled "Implementation of Additional Due Diligence Measures for Advanced Computing Integrated Circuits." The rule is intended to reduce the diversion of ICs to unauthorized end uses or end users that meet the control parameters of ECCN 3A090 by end users who misrepresent the performance capabilities of their ICs to the foundries that manufacture them or the companies that assemble the ICs, or OSATs, into packages. The rule requires additional diligence for foundries and OSATs to verify technical parameters, although approved IC designers are considered a reliable source to verify technical parameters of the applicable advanced logic ICs. NVIDIA Corporation is an approved IC designer and thus the rule is not expected to have an impact on our operations or on product sales to China.

One thing I think hurt Nvidia last quarter was most analysts if not all raised their price targets on Nvidia right before earnings. That along with already high expectations it puts an even bigger microscope on the earnings, and as we know they can find any little reason to bring it down. There shouldn't be many if any price hikes ahead of earnings this time around.

Ian, the rumors (once again) are about Blackwell having heating problems. It appears to me that these are recycled rumors from three months ago. Jensen has stated that liquid cooling is the suggested heat dissipation method for Blackwell racks. Once again the “rumors” could have plausibility but, as Jetmek stated, we have not seen an officer of any of our customers confirming this. As Hegseth said yesterday…….anonymous smears.

My post was based on general principal. However your clarification is correct. You did leave out two parameters however, switching speed and configuration
