                                                 OPERATIONAL AND BOARD CHANGES

As announced earlier this year, Atlantic's metropolitan network builds in
Germany are progressing rapidly and the Board fully expects these builds to be
completed by the summer. Excellent progress is also being made in Holland and,
despite earlier regulatory issues in the United Kingdom, the UK processes are
now well advanced.

As Atlantic enters a new phase of development, the management focus is
switching from building networks to operating them and building our customer
base under the control of the in country Managing Directors. As a result, Mark
Daeche, IT and Development Director, has decided to step down from the Board
as from today. Mark was a founder of First Telecom Group PLC, which was
acquired by Atlantic last year. He was instrumental at putting in place the
procedures that have allowed Atlantic to progress rapidly in Germany and to
now be one of the key DSL operators in Europe. Mark will continue to be
available to the Board in a consulting capacity until the end of February
2002. The lock up agreement in respect of certain shares owned by him, which
he entered into when Atlantic acquired First Telecom Group PLC in June last
year, will remain unaltered.

Graham J Duncan, Atlantic's Executive Chairman commented:

"We have made very significant progress in the last twelve months to make our
vision of being a leading European provider of broadband integrated
communication services to SMEs a reality. We have also seen a funding climate
that has changed significantly from the early part of last year and Atlantic
has recently undertaken a significant downsizing. Mark's input into the DSL
process has been invaluable and we fully acknowledge the excellent work he has
undertaken in this market. We are therefore particularly pleased that his
talents will not be lost to the Group and he will remain a consultant until
early next year."
