Atlantic Telecom trials revolutionary wireless high speed
                        telecom service

Atlantic Telecom has entered into an agreement with RDC, a
leading Israeli telecommunications company, to trial a new
generation of wireless high speed data transmission technology
from July 1999. Following a successful trial Atlantic would
expect to launch commercial high-speed services before the end of
1999.

Highlights

* New wireless technology is over 25 times faster than ISDN

* Leading edge technology which is compatible with
     Atlantic's existing technology

* Significant implications for Atlantic's business and
residential markets, bringing substantial advantages in the
delivery of high speed internet connectivity, particularly
     video images

* The agreement enables the two companies to build on their
considerable joint experience in wireless technology

Graham J Duncan, Executive Chairman of Atlantic said: "We are
delighted to bring this leading edge wireless access technology
to trial, once again demonstrating that by seeking innovative
solutions for our customers we can enhance the range of
Atlantic's services and position ourselves as an operator with a
high degree of value added content.

"The provision of switched high bandwidth services for data
transmission is one of the fastest growing areas in the
telecommunications industry and by exploiting its potential we
will not only create a new source of revenue but also be at the
forefront of the delivery of these services."

Atlantic Telecom Group PLC trials high speed data services

Atlantic Telecommunications Limited ("Atlantic" or "the
Company"), a wholly owned subsidiary of Atlantic Telecom Group
PLC, is pleased to announce that it has entered into an
agreement with RDC Communications Limited ("RDC") to trial a
new generation of wireless access technology capable of
delivering data speeds of up to 3.2 Mb per second to
individual premises. This represents a 25-fold increase on
the current speeds available from basic rate ISDN.

The technology is based on packet switching protocols which
have wide applications for both the residential and business
market, particularly in the delivery of high speed internet
connectivity, including video rich internet content. The
technology utilizes spread spectrum, frequency-hopping
techniques and will be fully compliant with the necessary
technical specifications to perform in the 2.4Ghz band in
which Atlantic already operates.

Established in Israel in 1992, RDC designs, manufactures and
markets wireless local area networking products and has over
1,000 wireless installations in various markets around the
world. The wireless access technology that will go on trial
in Scotland is the first application that RDC has implemented
for public telecommunications use. RDC's engineers have over
150 man-years of experience in spread spectrum technology,
which is embedded in certain military communications systems
requiring high levels of performance and security. Atlantic
has been successfully operating spread spectrum technology
since 1996.

Field trials are expected to be implemented during July and
Atlantic would expect to launch commercial high-speed services
before the end of 1999.

A major feature of the technology is the use of packet
switching on the air interface from the customer to the base
station and, optionally, on the back haul. Packet switching
on the air link is a very efficient means of using the
available spectrum and, all other things being equal, would of
itself increase the effective capacity of a base station by a
multiple of approximately eight compared with existing circuit
switched technology. This would give significant productivity
gains on each base station leading to the potential for future
cost savings. The Wireless Voice-over-IP technology will
fully support voice services over a packet-based protocol,
including multiple voice lines, as well as a full range of
data based services, and present and future Internet
applications. The high-speed product will be co-located on
certain existing base stations and will utilize the existing
back haul network.

Commenting, Graham J Duncan the Executive Chairman of Atlantic
stated: "We are delighted to bring this leading edge wireless
access technology to trial which will once again demonstrate
that by seeking innovative solutions for our customers we can
enhance the range of Atlantic's services and position the
Company as an operator with a high degree of value added
content.

The provision of switched high bandwidth services for data
transmission is one of the fastest growing areas in the
telecommunications industry and by exploiting its potential we
will not only create a new source of revenue but also be at
the forefront of the delivery of these services"

RDC's Founder and Executive Director, Pinhas Romik stated:
"We are very proud to serve Atlantic Telecom, who in a short
period of time have achieved excellent results as a CLEC. RDC
wireless technology will enable Atlantic to offer new
services, such as high speed Internet access, and value-added
services. Rapid deployment, combined with good economy,
positions wireless technology to be one of the main answers to
the increasing needs for high-speed data access."
