SUPPLEMENTARY PLANNING GUIDANCE STATUS OBTAINED FOR LEITH DOCKS
Forth Ports PLC is pleased to announce that on 10th February, The City of
Edinburgh Council Planning Committee ("the Committee") approved the Leith Docks
Development Framework ("LDDF") as Supplementary Planning Guidance ("SPG") which
it is intended will be incorporated as policy into the emerging Edinburgh City
Local Plan.
In February 2003, Forth Ports was invited to prepare a broad framework for the
future of Leith Docks. It was recognised that many of the existing port
operations were likely to reduce in scale and some might benefit from relocation
to other ports within the Group. As a result, a major opportunity for the
comprehensive redevelopment of the dock estate was identified. The LDDF was
prepared by Forth Ports and the Council as SPG for the whole of Leith Docks and
the immediate surrounding area. The area covered by the LDDF is approximately
170 hectares of which Forth Ports owns 108 hectares.
SPG effectively rezones the current operational Port of Leith, in planning
terms, as an area for mixed use development rather than industrial use. The
framework document envisages a significant number of housing units, together
with commercial, retail and leisure uses.
The Council report states that "the area covered by the LDDF is by far the
largest single planned development area in Edinburgh and its development will
have a significant and lasting effect on the City and the City-Region".
The entire development will be phased over a period of at least 15 years. One
outline planning application has already been made for Waterfront Plaza and this
will be followed by a series of other applications, with the aim of releasing
sites in line with market demand and expectations.

relationship between the Council and Forth Ports. This is an important starting
point for the long term and sustainable regeneration of Forth Ports' remaining
undeveloped waterfront landbank in Edinburgh".
