           PAUL PHIPPS TO JOIN BOARD OF TAYLOR WOODROW plc

Paul Phipps, 45, the head of Taylor Woodrow's UK and Spanish housing
operations, is to join the board of Taylor Woodrow plc, the
international housing, property and construction company.
 
He will take over responsibility for all the Group's international
housing activities with the exception of those undertaken by
Monarch, the Group's publicly quoted Canadian subsidiary.   

Colin Parsons, group chairman and chief executive said, 'Paul with
his team has transformed our UK housing operations over the last few
years to a position where today we are a significant and growing
player in the marketplace.' 

'Paul led our successful bid for the Greenwich Millennium Village,
which was announced last week. He has also had a major role in the
rebuilding of our Spanish operations and more recently has further
developed our successful Californian housing business. His
appointment to the main board will be thoroughly deserved.'       

Joining Taywood Homes in 1991 as managing director, Paul was
appointed to the Group's executive management board in 1995, taking
on additional responsibility for housing operations in Spain and
California.

Prior to joining Taylor Woodrow, Paul spent ten years with Alfred
McAlpine as managing director of its eastern UK operations and as
director in charge of land purchasing.

approach avoids over-reliance on one market and allows greater
flexibility for future investment.

group turnover, and 49% (#32.8m) of group profit before tax, with
3,957 housing and lot completions (an increase of 24% on 1995).
