                                 DUBAI LICENCE

Libertas Capital Group plc (AIM: LBR) ("Libertas Capital" or "the Company"), the
financial services firm, is pleased to announce that it has received a
regulatory licence from the Dubai Financial Services Authority. The Company is
now authorised to conduct business from its Dubai subsidiary, Libertas Capital
(Dubai) Limited, a company established within the Dubai International Financial
Centre. This new entity will offer full corporate finance, agency trading and
research services covering the markets in the Middle East and the Indian
Sub-Continent to complement those services provided by the Company in London,
Stockholm, Asia and the USA.

The Group Chief Operating Officer, Frank Dullaghan, has moved to Dubai to
spearhead the initial development of this new operation.

Commenting on the announcement, Jakob Kinde, Executive Chairman of Libertas
Capital, said: "The Dubai International Financial Centre is developing rapidly
and provides significant advantages to companies conducting business within the
Middle East. We are delighted to be an early participant in this new exciting
market. Both from a geographical time zone perspective and from the perspective
