                       COMINO GROUP PLC: CONTRACT GAIN

Medway Revenues & Benefits Service and Comino's Saffron Computer Services
                  subsidiary sign Public Private Partnership

Comino Group plc ("Comino"), the provider of software solutions for the local
government, housing association and occupational pensions sectors, announces
that its Saffron Computer Services Limited subsidiary ("Saffron") and Medway
Revenues & Benefits Service ("MRBS"), have signed a contract for the joint
delivery of services to the residents of Medway, Kent, under an innovative
Public Private Partnership (the "partnership").

The contract value to Saffron is #2.61m over seven years. It is the first
contract to be announced by Saffron since its acquisition by Comino in July.

Medway is the second largest unitary in the south-east after Brighton & Hove.
It covers Strood, Rochester, Gillingham, Chatham, Parkwood, Rainham and
Wigmore and the rural areas of Kent, and has a population of 243,000
according to Medway Council's 1999 estimates.

Under the partnership, MRBS will deliver a high quality, performing service
staffed by its in-house team of professionals, with its extensive experience
in Revenues & Benefits. Saffron will play an integral part in service
delivery, using its expertise in the implementation and support of leading
edge technology.

The partnership is a full risk sharing approach unique to this area of local
authority service. MRBS and Saffron have agreed budgets with the authority
over the seven year term. Guaranteed savings will be in the region of #4.2
million with additional savings being split:

Medway Council 50%

MRBS 25%

Saffron 25%

The partnership will employ Comino's highly successful Revenues Document
Management and Workflow product to assist improved service delivery.

The solution will ensure that all documentation received by the authority
relating to Revenues and Benefits is stored electronically. Comino's workflow
software will then manage the efficient flow of work around the department.

Scanning and indexing of all documents will be handled by Comino's E-Docs
service, based at offices in Gillingham. Incoming post will be re-directed to
the E-Docs service team who will scan and index the documents before
forwarding to appropriate administrators within the Revenues team.

This unique approach to service delivery is expected to be used as a template
elsewhere, with many authorities already showing interest, in ensuring that
the service remains local, together with the knowledge that the latest
innovations in the fast moving IT sector are built into that service.
