                CEDAR GROUP PLC ("CEDAR" OR THE "COMPANY")

             PARTNERSHIP AGREEMENT WITH ANITE GROUP PLC ("ANITE")

The Boards of Cedar and Anite announce that the two companies have reached a
back to back agreement to sell through both companies new software products
to the Local Government market.  The partnership will harness local government
expertise of Anite and Cedar to deliver the advantages of e-business systems
on proven platforms.

The products to be sold are Cedars eFinancials (web based financials) and
Anite's Images@work (document imaging and workflow solution for local
government).  This builds on both Cedar's and Anite's portfolio of Local
Government business applications which include Revenues, Benefits, Housing and
Social Services and provides Local Authorities with a route to e-business
operation.

The move reinforces Cedar's position as a leading supplier of enterprise
software to the Local Government market following last year's acquisition of
the Local Government Business unit from Leading Software Group Limited and the
recent implementation of a call centre solution into "Beacon" Authority
Manchester City Council. The recent White Paper on Modernising Government is
prompting significant further investment within the sector, including the
benefits of moving to an Application Service Provider (ASP) model.

Anite, a leading supplier of DIP/Workflow and integrated business applications
to Local Government in the UK, will supply Cedar's new eSeries Financials
range of product and provide implementation and support services.

Anite's DIP/workflow software as an integrated package will deliver both
