Procera® Networks Inc. (NYSE Amex: PKT), the intelligent policy enforcement company, today presented customer testimonial to PacketLogic™ being deployed as the central intelligence point and service enabler by small to mid-size Internet service providers (ISPs) that build out broadband in rural areas with support from the national Broadband Initiatives Program (BIP).

The Broadband Initiatives Program (BIP), which is funded via the Farm Security and Rural Investment Act of 2002, as well as the 2009 Recovery and Reinvestment Act, is designed to accelerate the deployment of infrastructure required for 2.5 million American homes and businesses to receive vital high-speed internet access that helps fuel their local economies. The administrator of the program, the USDA's Rural Utilities Service (RUS), has granted funding to hundreds of America's top rural service providers to facilitate this mission. Awardees, like Arvig Communication Systems, have begun receiving their funds and investing to meet the goals of the BIP initiative.

Arvig Communication Systems, also known as ACS, is the leading local multi-service communications provider serving residential & business customers throughout northwestern Minnesota. In 2010 ACS was awarded funding through the BIP and, as an existing Procera customer, found the PacketLogic traffic management system instrumental in helping to project their future infrastructure requirements.

"We've been impressed with the visibility and reporting provided by Procera's PacketLogic product," said John Ketelhut, Internet Operations Manager at ACS. "The visibility and policy enforcement we receive from Procera is invaluable for helping us plan the capacity required to support the projected explosive growth over the coming three to five years, while at the same time enabling new applications, services and devices rapidly gaining user acceptance and impacting our network."

For ISPs like Arvig, PacketLogic becomes a central operations center that provides vital network traffic intelligence. Capacity and resource planning is performed through assessment and analysis of projected traffic growth, and the reasons for that growth. The intelligence and PacketLogic's policy enforcement capabilities enable the rollout of new service tiers and packages, while at the same time ensuring a quality experience and early detection and mitigation of potential threats. The PacketLogic platform comes in different sizes, enabling ISPs to make an investment based on their current subscriber base, and grow with the exact same functionality in the future. This, in combination with the contemporary product design that fully supports IPv6, makes PacketLogic a future-proof product selection.

"Procera has a well-established reputation for assisting hundreds of independent service providers optimize their network performance and better serve their customers," said Trevor Failor, Director of Channel Sales, Americas, at Procera. "Our smaller service provider customers love the fact that our systems provide them with the same advanced features that our Tier-1 MSO customers utilize, and which are critical for making informed investments in their network infrastructure."
