Royal Dutch Shell (RDSA), Exxon Mobil Corp. (XOM), LyondellBassell and Valero Energy Corp. (VLO) said their refineries are not impacted by the closure of the Houston Ship Channel Sunday after a barge downed a power line. The shipping lane is expected to be reopened late Tuesday.

Tesoro Corp. was fined Tuesday by state regulators $2.39 million for the blast at its Anacortes, Wash., refinery in April that killed seven workers. Washington Labor & Industries officials said the accident was perventablen and issued 44 citations for safety violations. The company plans to begin start-up procedures, originally scheduled for Oct. 4, "when all conditions for a controlled and safe startup are in place," a spokseman said Monday.

Shell reported Monday that it is performing repairs on its flare system--which is used to burn off excess emissions--at its Martinez, Calif., refinery, according to a filing with state environmental regulators.

Flint Hills Resources LP's refinery in Corpus Christi, Texas, will shut Monday a hydrocracker located at its West Plant to perform maintenance, according to a filing with state environmental regulators.

On Friday, Flint Hills shut multiple units at the East Plant of the Corpus Christi refinery after a system malfunction. The company did not disclose which units were impacted.

The Hovensa refinery in St. Croix is in restarting its key gasoline-making unit after an upset Thursday evening, but the unit will operate at reduced rates for two weeks while repairs are taking place, a spokesman for the refinery said Friday.

ConocoPhillips (COP) will return a fluid catalytic cracker and alkylation unit at its Los Angeles refinery to normal operations by mid-October after completing work, a person familiar with the plant's operations said Friday.
