HEAD OF PRICE CONTROLS APPOINTED TO OFFER AND OFGAS
 
Richard  Morse,  at  present Head  of  the  International
Sector  Groups at Dresdner Kleinwort Benson, is  to  join
OFFER  and Ofgas on 1 March 1999 on a two year secondment
to  head  the  teams  responsible for price  controls  of
regulated  companies  within  the  electricity  and   gas
industries.
 
Callum McCarthy, Director General of Electricity and  Gas
Supply said:
 
"I  am delighted that we have recruited Richard Morse for
this  senior  appointment.  He will act as my  deputy  in
relation  to price control both in terms of the  specific
reviews  and  developing policy in this  important  area.
His  first task will be the price review for the 14  PESs
in Great Britain, which is one of the major priorities of
the  new regulatory office for 1999.  Our ability  to  do
this  and other major price reviews for British  Gas  and
NGC will be greatly strengthened by this appointment.  In
addition, I expect Richard's experience and background to
make  a big contribution to our general work in both  the
gas and electricity industries."
 
Richard  Morse  joined  Kleinwort  Benson  after  reading
Classics  at  Oxford.   After five  years  in  commercial
banking  (including a spell in the representative  office
in  Johannesburg),  he  moved  across  to  the  Corporate
Finance division.
 
In  1987,  he joined the team which spent the  next  four
years   acting  as  the  Government's  adviser   on   the
electricity privatisation in England and Wales.   In  the
years   that  followed  he  has  led  Dresdner  Kleinwort
Benson's  utilities  practice, which  has  established  a
world-wide reputation for privatisations and mergers  and
acquisition work in the sector.
 
Richard Morse is married with three children and lives in
Winchester.
