    CEDAR PROVIDES ASP SERVICES TO THE TWISTER VENTURE OF SHELL TECHNOLOGY    
                           INVESTMENTS PARTNERSHIP                            

Cedar Group Plc announced today the signing of an ASP contract with the
"Twister" venture of  Shell International Exploration and Production B.V.

This contract is for delivery of the Group's flagship ASP product, Cedar
Financials, and includes the enterprise time management application Cedar
Track.  It validates the ASP business model for multinational organisations
where the strategy is to reduce the overhead on internal IT infrastructure by
outsourcing, wherever cost beneficial.

The solution is supported by Cedar's partners, WorldCom and Compaq and marks
the first major Application Service Provision (ASP) contract in the Oil and
Gas industry.  It is delivered from the eCedar 'server farm' in London
Docklands.

Kees Tjeenk Willink, CEO of the "Twister" venture of Shell, said:
