They have been pretty diligent about filing on time. I do believe LP has taken advantage of other benefits under OTC but filings have been reported per senior exchange requirements. Our chances of being promoted to a legit exchange would be far less if we did not.

The only other reason I could think of for them not seeing the jet was as it was on final descent, it *may* have been above the chopper at the moment they were asked for visual- in which case they really didn't see it and were referring to the other aircraft.
