                       Submission of Draft Business Plan



As part of Ofwat's periodic review process, Bristol Water plc ("Bristol Water"),
the Group's regulated water business, has submitted its draft business plan to
Ofwat (the "plan"). A summary of the plan can be viewed on the Group's website
(www.bristolwater.co.uk).



In preparing the plan, Bristol Water has considered carefully the balance
between service standards, the need for further capital investment particularly
on the maintenance of infrastructure assets, the risk profile of the business,
the financing of the plan and the impact on customer bills.



A preferred quality and service improvement strategy for 2005 to 2010 has been
proposed which will require #139 million (2002/03 prices) capital investment
over the five year period. The plan proposes a significant increase in
infrastructure maintenance, two engineering schemes to provide a pragmatic level
of security to mains water, new treatment works and schemes to improve the taste
and appearance of water. The plan envisages increases in annual average domestic
water charges equivalent to #11 per household between 2003/04 and 2009/10.



The plan is the first key stage in the periodic review process.  Customers, as
well as other stakeholders, are invited to comment on the plans. Ofwat is
expected to announce the final price limits in November 2004 which will take
effect from April 2005.
