John M. Gilligan Joining SRA Former Air Force Chief Information
Officer Further Strengthens SRA Defense Management Team FAIRFAX,

announced that John M. Gilligan will join the Company on August 29,
2005, as Vice President & Deputy Director, Defense Sector.
Gilligan will be responsible for the management and administration,
performance, staffing, and marketing of SRA's work with the
Department of Defense, the defense agencies, the armed services,
and their installations. "John will be a tremendous asset to the

Gilligan held a number of senior executive positions in a 24-year
government career. He most recently served as the Air Force Chief
Information Officer (CIO), the principal advisor to Air Force
leadership on information management, business processes, and IT
standards. He led the Air Force in creating and enforcing IT
standards and promoting and shaping the strategic and operational
IT planning process. From 1998 to 2000, Gilligan served as the CIO
for the Department of Energy, where he developed and directed IT
management strategies, policies, and practices for the Department,
including information protection, strategic planning, networking
and security, and establishing system and information
architectures. He also held the positions of Air Force Program
Executive Officer for Battle Management and Command and Control;
Director of Resources, Deputy Chief of Staff for Command and
Control, Communications and Computers (C4); Director of Software
Architecture and Policy, Deputy Chief of Staff for C4; and Deputy
Director, Worldwide Information System Program Office at Hanscom
Air Force Base. Gilligan has received numerous awards, including
the Meritorious and Distinguished Executive Presidential Rank
Awards; the Distinguished Civilian Service Medal, Joint Chiefs of
Staff; and, in 2005, the Decoration for Exceptional Civilian
