                       PAUL PHIPPS RESPONSIBLE FOR 
                   TAYLOR WOODROW'S WORLDWIDE HOUSING

In a move signalling the continued importance Taylor Woodrow is placing on its
housing and property operations, chief executive, Keith Egerton, has announced
that main board director, Paul Phipps, will become responsible for all of the
Group's worldwide housing operations.

Paul, 46, is currently chairman of the UK housing subsidiary Taywood Homes as
well as looking after housing activities in Australia, Spain and California.
His new role adds the Group's Florida and Canadian operations (through Monarch
Development Corporation). Paul will also join the board of Monarch later this
year. 

Keith Egerton, chief executive said, 'This increase in Paul's role is a fine
testament to the success that he has had with his current activities and it is
well deserved. Our housing operations, along with property, will continue to
form a key part of our future focus and we look forward to the contribution
that Paul will make to this process.' 

Joining Taywood Homes in 1991 as managing director, Paul was appointed to the
Taylor Woodrow executive committee in 1995, taking on additional
responsibility for housing operations in Spain and California. He was
appointed to the main board in February 1998.

Prior to joining Taylor Woodrow, Paul spent ten years with Alfred McAlpine as
managing director of its eastern UK operations and as director in charge of
land purchasing.
