              TAYLOR WOODROW ANNOUNCES BOARD APPOINTMENTS

Taylor Woodrow plc, the international housing, property, trading and
construction group, today announced the appointment of Keith Egerton, chairman
and managing director of its subsidiary Taylor Woodrow Property Co. Ltd., to
the post of Group chief executive, with immediate effect.

The Group's Board at the same time appointed Dr. Robert Hawley, CBE, as a
non-executive director, and announced that he will succeed the current
chairman, Colin Parsons, when he retires from the Group at the next Annual
General Meeting in June 1999 after 40 years' service.

Prior to his retirement next summer, Mr. Parsons, who has been executive
chairman since March 1992 and acting chief executive since October 1997, will
become non-executive chairman from mid-January, coinciding with his 65th
birthday. He will continue as a non-executive director of Taylor Woodrow's
partly owned, Canadian subsidiary, Monarch Development Corporation. 

Announcing the changes, Mr. Parsons said: 'This comprehensive restructuring of
our Main Board completes our top-level succession planning, and leaves the
Group in the hands of a strong management team, ready to build on the
turnaround and excellent progress that we have achieved in the last six years.

'Keith Egerton has gained a wealth of relevant experience in his earlier
career - both at TW and elsewhere - particularly within the housing and
property sectors, which are increasingly the main profit earners for the
Group. I have every confidence that he is the right man for the job. We are
also very fortunate to have secured Bob Hawley as our part-time chairman
designate, and he and Keith will be an excellent team with complementary
skills.' 

The Group announced that Mike Laycock, a Main Board director since 1995 and a
former chairman of Taylor Woodrow Construction Ltd., will retire at the end of
December after a distinguished career with the Group, having recently achieved
the normal retirement age of 62 for Main Board executive directors. 

Completing the changes the Group also announced that Tony Wilby, who has
successfully run Property Company's northern operations in the UK, will be
appointed managing director of Taylor Woodrow Property Co. Ltd., succeeding
Keith Egerton and will be joining the Group's Executive Board.


Notes

Colin Parsons - a chartered accountant, became TW chairman in 1992 after being
recalled suddenly from Canada (where he was running the Group's partly owned
subsidiary, Monarch) after the resignation of the previous chairman. That year
the Group declared pre-tax losses of #94m. Since then he has presided over the
refocusing of the Group into its current four profitable divisions - housing,
property, construction and Greenham Trading. In September Taylor Woodrow
reported interim pre-tax profits of #48m for the six months to end-June.

Keith Egerton - joined TW in October 1991 as MD of Taylor Woodrow Property
Co.Ltd., and was appointed to the Main Board a year later. A chartered
surveyor by training, he left private practice to join Laing Properties,
before moving to Commercial Union Properties. From 1982-91 he worked for
Costain plc, joining the Board in 1986 with responsibility for property and
international housing. Since joining TW, as well as developing the Company's
property operations, he has grown a very successful city centre London
residential operation. Aged 56 he is married with two children.

Robert (Bob) Hawley - previously a Main Board director of Rolls Royce plc he
was appointed chief executive of Nuclear Electric plc in June 1992, until 1995
when it became British Energy plc in preparation for its privatisation the
following year. He remained chief executive of the privatised group until
1997. He is currently chairman of INBIS, a non-executive director of Colt
Telecom Group plc, and an advisor to HSBC Investment Bank plc. He is an
international expert on power generation and energy, and the author of several
books on the subject.
