                       ANNOUNCE eCRM PARTNERSHIP

                      DEVELOPMENT OF US OPERATIONS

                   SUBSTANTIAL NEW CONTRACTS IN THE UK

Cedar Group Plc is delighted to announce a strategic partnership with
Recognition Systems Group plc ("Recognition Systems"), a leading global
supplier of Marketing Campaign Management Software (marketed as Protagona) to
financial services and other organisations.  This partnership enables Cedar to
license Recognition Systems' software alongside Cedar's "eContent" solutions
(knowledge systems for "eBusiness") into the recently deregulated United
States Financial Services industry. This deregulation will allow US insurers
and banks to cross-sell financial products and make greater use of the
Internet as a distribution mechanism.  Cedar's Board believes that "eContent"
is well-positioned to penetrate the vast US banking and insurance market,
where many organisations have not yet developed an adequate customer database
from which they can exploit customer relationships and run effective
"eMarketing" campaigns.

Cedar can now provide a total customer knowledge service for major US
enterprises by combining its existing "eContent" capabilities with Protagona's
campaign management tools and techniques.  This facilitates a fast track
process, with full implementation support, to develop working Customer
Relationship Management solutions.

In line with Cedar's strategy to expand and develop its presence in the US
market place, Cliff Hagler, previously Vice President of Customer services for
Computer Science Corporation (CSC) Financial Services has been appointed as
General Manager of Cedar US Knowledge Management Practice.  Mr Hagler will be
responsible for Cedar's US marketing push with particular emphasis on the
Insurance and Financial Services industry.  His appointment is followed by
recruitment to strengthen the specialist US marketing team.

This opportunity is supported by Cedars recent success in it's Data Management
division (formerly PMPL) underpinned by a number of substantial contract wins
in the last five months, totalling #5 million in value.

A summary of Cedar PMPL's recent contract wins follows:

*    Prudential has selected Cedar PMPL as its data migration partner to
     implement their new leading edge administration system.

*    Scottish Amicable has chosen Cedar PMPL to support a major business
     consolidation initiative which entails closing all the life and pensions
     systems at M&G in Chelmsford, by migrating the data to systems in        
     Craigforth, near Stirling, Scotland.
