Explanation of Responses:
(1)	Balance increased by April 30, 2020 Dividend Reinvestment Plan award, July 31, 2020, October 31, 2020 award, January 31, 2021 award and April 30, 2021 award of 183.991 shares, 208.864 shares, 256.043 shares, 214.927 shares, and 154.209 shares, respectively.
(2)	Effective April 1, 2009, shares formerly held by the B.F. Saul Company Employees' Profit Sharing Reinvestment Trust were distributed to the individual 401(k) plan accounts of participants. The number of shares reported represents the reporting person's beneficial ownership interest in the Saul Centers stock fund of the 401(k) plan.
(3)	Balance increased by April 30, 2020 Dividend Reinvestment Plan award, July 31, 2020, October 31, 2020 award, January 31, 2021 award and April 30, 2021 award of 11.470 shares, 12.962 shares, 15.890 shares, 13.154 shares, and 9.504 shares, respectively.
