Supreme Court judgment, giving a ruling favorable to Takefuji for non-disclosure
of transaction history with regard to the action for money and received

   On March 13, 2003, the Supreme Court after 1st and 2nd trial dismissed the
claim of a complainant and passed an epoch-making judgment upon the case that
there are no justifiable reasons found for defendant Takefuji Corporation,
herein after called the "Company", to be accused of non-disclosure of
information for a customer's transaction history related to the action for money
had and received.

   The obligor, a complainant, demanded a defendant the Company 1 million yen
for the solatium on March 16, 2000 and filed a series of the lawsuit at the
basis of non-disclosure of information and he continued to sue the Company to
the Supreme Court.

   1. On June 26, 2001, the Nagoya District Court made the first trial's
judgment that his claim for the solatium was dismissed due to the reason that
the defendant's non-disclosure of his transaction history was not illegal on a
socially accepted customs bases.
     The complainant appealed to the Nagoya High Court, intermediate appellate
court on July 9, 2001.

   2. On February 20, 2002, the Nagoya High Court made 2nd trial's judgment that
his appeal was dismissed due to the same reason that the defendant's
non-disclosure of his transaction history was not illegal on a socially accepted
customs bases.
     The complainant appealed to the Supreme Court on March 7, 2002.

   3. On March 13, 2003, finally the Supreme Court made a judgment upon the case
in favor of defendant with supporting 1st and 2nd trial judgment and dismissed
the claim of a complainant.

   Although judgment of the illegality about non-disclosure of the transactions
history varies among each court until now in Japan, we believe that this
judgment and ruling by the Supreme Court has the real meaning for not only us
but also consumer finance industry as a whole.


   Takefuji's comment regarding the judgment of the Supreme Court

   March 14, 2003 -
   The Company received the Supreme Court's judgment dated March 13, 2003 upon
the case that there are no justifiable reasons found for defendant Takefuji
Corporation to be accused of non-disclosure of information for a customer's
transaction history related to the action for money and had and received by
appellant Mr.Yasuhiko Kobayashi under the file number of Heisei 14-876.
   When an obligor or his/her representative stipulates consumer finance
companies for disclosure of loan transaction history of an obligor for the
purpose of debt arrangement, preparing statements for civil rehabilitation laws,
etc., this Supreme Court judgment made clear and important ruling whether or not
it is permissible for consumer finance companies to disclose the information.
   The Company believes that this is an epoch-making judgment by the Supreme
Court first time ever which makes it clear on rules how consumer finance
companies should act even though the existence of regulations in book keeping
rule on Money Lending Law Sec. 19 and the faith rule on Civil Code, and which
supports the previous judgment by the Nagoya High Court on February 20, 2002
civil-affairs part III.

   Since there are many pending cases regarding this non-disclosure of
information all over the country in Japan, we consider that this judgment has a
significant meaning and believe that it would affect those cases after this.
