Governor Kulongoski Appoints Steve Vincent to Second Three-Year Term SPOKANE, Wash., Jan. 10 /PRNewswire/ -- Steve Vincent, Oregon economic development manager for Avista, has been named by Governor Ted Kulongoski to a second three-year term on the Oregon Growth Account (OGA) Board. (Logo: http://www.newscom.com/cgi-bin/prnh/20040128/SFW031LOGO ) Established within the Education Stability Fund (ESF) during the 1995 legislative session, the OGA is charged with earning returns for the ESF by making investments in or providing seed capital for emerging growth businesses in key industries, primarily in Oregon. The ESF receives 18 percent of Oregon's lottery proceeds of which the OGA invests 10 percent. In addition to the OGA Board, Vincent currently serves on a renewable energy and energy efficiency advisory board to the Secretary of Energy and on the board of Earth Advantage, a Portland-based residential green building certification organization. Vincent also serves as president of the Oregon Economic Development Association. During his eight years with Avista, Vincent has served as the company's Oregon lobbyist and as a loaned lobbyist to Southern Oregon University, Rogue Community College, the Medford Chamber of Commerce and the Southern Oregon Historical Society. Prior to joining Avista, Vincent served for six years as a legislative aide to State Representative Eldon Johnson (R-Medford). A native of Medford, Vincent is a graduate of Southern Oregon University and resides in Medford.
