An investment of that size would be done with one or more MM's working to accumulate those shares over time and purchasing whatever shares the company is selling ATM.  It would probably take weeks or more to accumulate that many shares without attracting attention.

Probably out of shame. Being ashamed that they have to disclose such a worthless partner.

Two things about that.  1. Catching Spoofing and other forms of Street market manipulation are not his forte, so I doubt very much he lead any investigation into such.  2. Why would anyone allegedly spoof a company with a former high ranking CIA official on the board and holding shares?
