implementations
Tyler Technologies, Inc. (NYSE: TYL) has signed a contract with
Kane County, Illinois, to implement Tyler’s Odyssey® court case
management system and give the county’s justice community access to
a single, integrated information system. The contract includes
software licensing fees and professional services.
Odyssey will replace the county’s legacy system for all case
types, helping Kane County move toward a paperless environment. The
county selected Odyssey Case Manager, Attorney Manager, and Odyssey
SessionWorks® Judge and Clerk Editions to present digital data on
the bench via touch-screen technology. The county also selected
Tyler’s public access portal to provide access to case
information.
Kane County spent considerable time and resources searching for
a new case management system to replace its legacy system, which
could not meet the county’s desire for a unified structure across
offices of the Circuit Clerk, the Court, the State’s Attorney and
the Public Defender. To conduct its research and complete due
diligence for a new case management system, Kane County formed the
Judicial and Public Safety Strategic Planning and Technology
Commission, whose mission was to find the single-best solution and
technology partner for the county’s justice community.
The commission was composed of representatives from across the
county’s justice community as well as two members of the public. It
evaluated 11 software providers, viewed extensive product
demonstrations, conducted site visits to other jurisdictions using
case management systems, and ultimately decided that Tyler and
Odyssey best met the unique requirements of all the county justice
offices.
“Kane County is a very proactive and forward-thinking county and
after a careful and thorough review the county determined that
Tyler would make a good, solid, long-term partner,” said Kane
County Information Technology Project Manager Bob Enright. “Not
only were we interested in finding a software solution that could
integrate courts, law enforcement, state’s attorney and public
defender offices, the county was looking for a business partner
with a substantial install base, a sustainable business model and
financial stability.”
By choosing Tyler as a single-source provider of Kane County’s
new court case management system rather than following a strategy
involving multiple vendors, the county expects to save millions of
dollars and will simplify future management and maintenance of the
system. Kane County has a population of more than 515,000 and is
the fifth-most populous county in Illinois.
“Throughout its selection process, Kane County showed excellent
stewardship of its justice community’s interests and those of the
taxpayers, and took a long-term view in choosing Tyler as the best
justice technology partner for the county’s needs,” said Bret
Dixon, chief operating officer of Tyler’s Courts & Justice
Division. “We believe that Tyler’s unmatched record of success with
complex court technology implementations, from mid-size counties up
to statewide projects, resonated with Kane County’s decision
makers. We look forward to helping Kane County transform its
justice community into a cohesive, connected enterprise designed to
grow and evolve long into the future.”
In total, Odyssey serves more than 100 million residents, a
third of the U.S. population, in more than 600 counties across 21
states. Odyssey has been successfully deployed statewide in
Indiana, Minnesota, New Hampshire, New Mexico, North Dakota and
South Dakota; statewide implementations in Idaho, Maryland, Oregon,
Rhode Island and Washington are currently underway.
