Portable Air Traffic Control during Disaster Response WASHINGTON,
Nov. 3 /PRNewswire-FirstCall/ -- (ATCA, Booth #C130) -- Harris
Corporation (NYSE:HRS), an international communications and
information technology company, is presenting the design of its
portable, emergency air traffic communications and control solution
for low-altitude rescue aircraft during the 53rd Annual ATCA
Conference and Exposition at the Marriott Wardman Park Hotel in
Washington D.C., November 2-5. The Harris Emergency Management
Operations and Control System (EMOCS) design addresses the Next
Generation Air Transportation System (NextGen) requirement for
on-site air traffic control of low-altitude planes and helicopters
deployed by government and civil first responders during a
disaster. Implementation of this capability, designed to coordinate
the movement of aircraft operating at altitudes of less than 2,000
feet, would significantly decrease the probability of crashes. The
Harris EMOCS approach is a packaged solution that can be deployed
in a shelter, vehicle or shipping container to provide instant,
on-site operations, communications, command and control of rescue
aircraft, and real-time collaboration with emergency response
teams. In addition to providing emergency communications and
navigation in the low-altitude airspace, the EMOCS can provide
situational awareness and weather information. The solution
leverages the advanced radio communications and networking
technology resident in the Harris self-contained border security
shelter solution to provide communications among all first
responders in the air and on the ground. Satellite links tie the
EMOCS into the existing National Airspace System's (NAS) traffic
control network. The Harris EMOCS capability is in development as
part of a study contract awarded in November 2007 by the Joint
Planning and Development Office (JPDO). An initial trial of the
solution will take place in a major U.S. city once the study is
complete. "The Harris approach to the EMOCS design blends our
expertise in mobile, tactical radio communications with our
thorough understanding of the needs of the NAS, gained from working
closely with the FAA on several major programs," said John
O'Sullivan, vice president of FAA Programs for Harris Corporation.
"The EMOCS will play a critical role in disaster response and in
making NextGen an important component of the national systems that
safeguard our citizens." Harris has a long history of developing
and integrating system solutions for the FAA and the global air
traffic control network. The company is the prime contractor and
system architect for the FAA Telecommunications Infrastructure
program, one of the largest government telecommunications
initiatives ever undertaken. The network ensures the efficient,
secure and reliable transmission of voice, data, radar, weather and
other information critical to the operation of the NAS. Other FAA
programs developed by Harris include the Weather And Radar
Processor, a weather system serving the en-route air traffic
control environment; the Voice Switching and Control System, which
provides the critical air-to-ground communications links between
en-route aircraft and air traffic controllers throughout the
continental United States; and the satellite-based Alaskan NAS
Interfacility Communications System. The Harris Civil Programs
business provides precise, highly reliable, high-speed
communications and information networks that improve productivity
and information processing for federal agencies of the U.S.
government including the FAA, Census Bureau, National Oceanic and
Atmospheric Administration, Department of Homeland Security, and
the Government Printing Office. About Harris Corporation Harris is
