I do understand how a person could assume certain things about how the FDA works with industry, but in this case the FDA is not keeping the PD trials from starting: the delay (possibly being a wholly and appropriate decision)

No problem of course - it just doesn't work the way you think it does. The FDA is definitely not a hold up in this case. Maybe it would be hard for them to keep to a PDUFA date now, but trial design is really up to the company not the FDA.
