For the last 40-45 years we have encouraged (from top business universities to government) business not to capitalize but to outsource and use the money for other purposes. We introduced NAFTA but wouldn't give a better accelerated depreciation to encourage capitalization to encourage investment in

Nails have their purpose but I'd rather build a structure from screws. The nails pull out after a time but the screws remain forever. (as long as you use the good ones)

I don't think either could stand through a heavy storm but there's less risk for catastrophe or renewal and repair.
