I believe that many of the buying restrictions for OTC stocks started around 2019. Merrill restricted purchases of penny stocks that year and I moved to Fidelity.

I think they moved those contracts forward and didn't fill them. And when they moved them forward they may have moved them at a new, higher contracted price.
