                  Sibir Energy plc ("Sibir" or the "Company")

                             Holding in the Company

Sibir was today notified that as a result of purchases totalling 1,396,252
shares, made on 4 November 2003, Charlemagne Capital Limited is now in control
of 67,026,519 ordinary shares of 10p each in Sibir on behalf of funds under
management. This holding represents 4.02 per cent of Sibir's issued ordinary
share capital.
