Someone may be playing games with the volume size, but any volume at all shows that an Expert Market stock can be traded. That is the idea, that 'experts' are allowed to trade it.
However, that may not always be a good thing if it happens frequently over a long(-ish) period of time. Such trading could get the adverse attention of the SEC which could lead to revocation (as I've seen this happen a few years ago to another stock, where the company was operating but stopped filing, and was first sent to the Expert Market, and then traded for another 4-5 months).
[I don't know why the SEC revoked that other stock, except for the reason that they didn't file; but being demoted to the Expert Market is supposed to be a place where stocks that aren't kept current (filing-wise) are allowed to be traded by 'experts' -- although I think that maybe there was retail trading from Canada happening with that other stock, which could have broken the 'experts only' rule.]
