NORWICH UNION BOARD APPOINTMENT

Norwich Union plc has appointed Tom Fraser to its main board with effect from
1 December 1999.  He will take up the position of executive director,
International.  

Tom Fraser, 40, joined Norwich Union in November 1995 and was appointed
managing director (International) in October 1997.

For the last two years he has taken overall responsibility for Norwich Union's
International and European businesses, during which time those businesses have
made a significant and increasing contribution to the successful results of
the group.

Norwich Union has strong and growing businesses in Ireland, Spain, France,
Australia and New Zealand.  In addition, new initiatives have included the
setting up of the new pensions and life business in Poland and Norwich Union
International Limited, shortly to commence operations from Dublin.
