                       BellSouth announces officer moves



Atlanta - BellSouth (NYSE: BLS) announced today that it is consolidating its
staff functions under Mark Feidler, who returns to the company as chief staff
officer. Feidler will report to Duane Ackerman and have responsibility for
planning and development, corporate compliance, advertising, public relations,
human resources and diversity initiatives. He has served as chief operating
officer at Cingular for the past two-and-a-half years.



"Mark has done an excellent job of building and guiding Cingular's operations,"
said Duane Ackerman, chairman and chief executive officer of BellSouth. "We are
glad to have him back as we chart the future course of BellSouth."



Reporting to Feidler will be Barry Boniface, vice president of planning and
development; Becky Dunn, senior vice president of corporate compliance and
corporate secretary; Scott Frank, president of BellSouth Intellectual Property
Management Corp; Randy Hudon, director of corporate aviation; William Pate, vice
president of advertising and public relations; and Dick Sibbernsen, vice
president of human resources. Chief Diversity Officer Valencia Adams, also
reporting to Feidler, will continue to work closely with Ackerman as he chairs
the BellSouth Diversity Council.



Ralph de la Vega will leave his position as BellSouth's president of Latin
American operations to replace Feidler as Cingular's chief operating officer. He
will report to Cingular CEO Stan Sigman.



Dick Anderson, in his role as president of customer markets, will continue to
bring enhanced products and services to customers. "Dick has contributed to
BellSouth's positive revenue growth and comprehensive customer packaged
products. We will count on him to continue in this important role for
BellSouth," Ackerman said. Reporting to Dick will be Jan Funderburg, who has
been named president of consumer operations. Ron Frieson, vice president of
transition and strategy, will report to Funderburg. Rex Adams, president of
BellSouth Long Distance, will add vice president of product development and
management to his duties, and will continue to report to Anderson. Donna Lee,
chief marketing officer; Fred Shaftman, president of BellSouth Business; and
David Scobey, president of small business services, will continue to report to
Anderson.



Ike Harris has been named president of BellSouth Enterprises, reporting to Duane
Ackerman. He will be responsible for the corporation's European and Latin
American operations, as well as Advertising and Publishing. "Ike's experience
and expertise is going to be counted on to put a sharp focus on these important
BellSouth's businesses," said Ackerman. Reporting to Harris will be Elmer Smith,
president of A&P, Phil Wallace, president of European operations, and Paulino
Barros, newly-named president of Latin American operations.



Keith Cowan has been appointed president of interconnection services and will be
responsible for BellSouth's wholesale operations. "As one of the future leaders
of our business, we want to take the opportunity to expand his experience in
field operations," Ackerman said. Richard Burns has been named vice president of
centers and operations support, and Bill Smith will be chief technology officer.
All three will report to Rod Odom, president of network services.



"Today's announcements will provide for new energy and new perspectives as we
continue to meet the competitive challenges of the telecommunications
marketplace," Ackerman said.



All changes are effective January 1, 2004.
