Inland Revenue commits to e-Procurement by November 2000

The Inland Revenue yesterday signed a three-year framework agreement with
Computacenter, worth an estimated #42 million p.a., for the online
procurement of all its IT and Telecoms products and associated supply
services.

"The Inland Revenue is committed to making full use of e-Commerce, so we
have included a condition in the contract that Computacenter must integrate
all our Information & Communication Technology (ICT) procurement into an
online catalogue by November this year," commented John Yard, the Inland
Revenue's IT Director. "We're not just looking for a supplier, we want a
company who can also manage the supply chain to help us streamline
procurement. That called for the early introduction of e-Procurement, which
will be a foundation for driving up efficiency and controlling costs."

e-Commerce leaders

The Inland Revenue is at the forefront of implementing the government's e-
Commerce policy, with services to enable people to send their tax returns
on line being introduced for the first time this tax year. It has also
wired up 50 000 of its staff with e-mail and intranet links, and is
evaluating the role  "Contact Centres" can perform to allow taxpayers to
deal with it by telephone.  The Inland Revenue is embracing new technology
so it can play a full part over the next few years in opening up access for
the citizen - either over the phone or on-line.

The contract will help the Inland Revenue meet the challenges ahead - it is
a wide ranging supply contract with built in flexibility.  For example it
includes Contact Centres, Power Diallers, Mobile Communications Services,
and CTI equipment and services.

"We have made tremendous strides towards achieving the government's targets
for electronic commerce, and the next logical step was to look for the
integrated provision of IT products and telecommunications in a single
contract," explained John Yard. "We expect to be able to reap tremendous
benefits from voice and data integration, not just in terms of improving
our internal communications, but also through driving down our
communications costs."

Comprehensive service

The agreement launched under the project name 'e-IROS', covers an initial
three-year period and gives the Inland Revenue the option to extend for one
or two additional years. As well as supplying the Inland Revenue with IT
and telecoms products Computacenter will provide it with an end-to-end
supply service, from receiving initial procurement requests, through to
cabling, configuration, installation and end-user training, working
alongside the Inland Revenue's strategic IT partner EDS.

endorses our ability and competence as a provider across the whole range of

and our service partnership with a major outsourcing company, through to
the e-Commerce services we are providing today, our relationship with the
Inland Revenue has always focused on adding greater value year on year."
