   Investment in Thomson-CSF Instrumentation Services SA,
                           France

Livingston Services plc, part of the European industrial
services group Brammer plc, today announces that it has
agreed terms, subject to regulatory approval, to acquire a
50.01% interest in Thomson-CSF Instrumentation Services SA
("TIS") for FRF 7,500,000. Livingston will purchase the
remaining shares between March 2000 and March 2001 for a
maximum consideration of FRF 7,500,000 payable in August
2004

TIS calibrates and maintains electronic test and measurement
equipment.  Its turnover in 1998 was FRF 79million.  TIS
employs 156 people, it is based in Paris with operations in
11 other locations in France.

TIS benefits from a contract to provide calibration and
maintenance services for the Thomson-CSF inventory of
electronic test and measurement instrumentation equipment
for a period of 5 years throughout Metropolitan France.

    Approximately 80,000 instruments
    Over the 5 years #23m of revenue is anticipated

TIS has major calibration contracts with the Alcatel group.

TIS became an operational company of Thomson-CSF following a
hive-down of assets from Thomson-CSF Services Industrie SA
on 1 January 1998.

Commenting on the acquisition Mr Ian Fraser, Chief Executive
said

"The acquisition of one of France's largest calibration
businesses means that Livingston becomes the largest
independent provider of calibration management services in
Europe. This service is a key element of our equipment
management service whereby major customers can outsource the
management, purchase, maintenance and sale of their stock of
electronic test and measurement equipment."

TIS WINS MAJOR EQUIPMENT MANAGEMENT CONTRACT WITH THOMSON-
CSF

Thomson-CSF Instrumentation Services SA ("TIS") which is to be,
subject to regulatory approval,  part of the Livingston
division of the industrial service group Brammer plc,
announces it has won a major outsourcing contract to supply
equipment management services to the whole of the Thomson -
CSF group throughout metropolitan France.

For a minimum period of five years TIS will manage all of
Thomson-CSF electronic test and measurement instrumentation
equipment needs. TIS will provide inventory management using
its own expertise and working closely with Livingston
companies.  Over the period of the contract turnover of
approximately #66 million is expected.  TIS will benefit
from a share of any additional savings it can generate for
Thomson CSF group companies.

TIS will service all of Thomson-CSF's engineers in France
with their instrumentation needs to defined service levels.
TIS will have management responsibility for Thomson-CSF's
instrumentation inventory and will progressively introduce
the following Management services to each Thomson-CSF site
in France.

    Helpdesks providing technical application advice
    Tracking and utilisation
    Selection and procurement
    Calibration
    Short term rental
    Disposal of surplus and obsolete equipment

In addition TIS will continue to calibrate and repair these
instruments under the calibration contract recently agreed
and Livingston SA will continue to provide instruments on
short rental contracts at TIS's request on Thomson-CSF's
behalf

outsourcing contract with the Dutch PTT operator, KPN
Telecom.  Major companies are now recognising that

costs for their businesses."
