                      BT ANNOUNCES #3,154,023,644 12-YEAR BOND ISSUE

British Telecommunications plc ("BT") today announced that it has issued a bond
to a BT group company. The bond issue provides long term finance replacing
short term internal funding. The bond listing has no effect on the net and 
gross debt position of the BT group. The total sterling value of the issued 
bond was #3,154,023,644 and the bond matures in 2019. The bond will be listed 
on the Channel Islands Stock Exchange on 3rd December 2007.
