I was looking more for a reason as to why CUSIP was suspended, essence or explanation. So when I see this scenario in the future, I steer far clear away from it as possible. As far as I can tell, they were abusing the EDGAR system. That's a big No No.

It means the ticker is truly dead - forever.

Yeah I don't remember seeing this scenario before. Perhaps it's not fairly common. Idk.
