PREMIER HIGH INCOME TRUST PLC

Following a Section 198 notification the Company was informed on 23 March 2000
that further to a transaction on 22 March 2000 in Ordinary 10p shares of the
Company, Jupiter Asset Management Limited now has an interest in 1,979,000
Ordinary 10p shares, representing 10.17% of the issued class of capital.

The Company has also been informed by Jupiter Asset Management Limited, on
behalf of its client, The Investment Trust of Investment Trusts Plc, that the
client now has an interest in 869,000 Ordinary 10p shares, representing 4.47%
of the issued class of capital.

Jupiter Asset Management Limited does not hold any shares beneficially, but
holds them as an investment manager acting on behalf of discretionary clients.
