           Lottery Contract Win with the Aragua Lottery in Venezuela

The Board of New Media Lottery Services PLC, the AIM traded supplier and
operator of lottery systems and games for government sanctioned lottery programs
and charities, today announces the agreement of a lottery contract with Aragua
Lottery, the Venezuelan state lottery programme.

Key points:

   *NMLS has agreed a 10 year contract;

   *NMLS will own 45% of the local company in Venezuela established to hold
    the Aragua Lottery contract;

   *The agreement includes mobile lottery games, internet gaming and sports
    betting; and

   *NMLS to introduce Fixed Odds Betting Terminals ("FOBT") to the Venezuelan
    market for the first time.

Aragua Lottery is a state run lottery programme allowing for sales throughout
the entire nation. The contract will be for 10 years. A new company, Cell Phone
Systems 2005 C.A., has been established to hold the Aragua Lottery contract.
NMLS will hold a 45% ownership stake in Cell Phone Systems 2005 C.A. and will
create a supplier agreement based on a 50% participation in profits. NMLS will
be the operator of the contract which includes the introduction of mobile games,
internet gaming and sports betting. The other main partner in the program is
Smart Media Technologies, a company specializing in mobile banking and gaming.
In addition, NMLS will also introduce FOBT into the Venezuelan market.

NMLS envisages that its mobile lottery service will be launched on or before 1
February 2007. NMLS identified Latin America as a region for growth and this
latest geographical addition to the NMLS reach will add to the Company's long
term revenue streams. NMLS holds additional contracts in Brazil, Belize and
Guatemala.

John Carson, CEO of New Media Lottery Plc, comments on the win: "Latin America,
Europe and Asia have been target markets for NMLS and I am delighted we have
been able to expand our services into Venezuela with the latest contract
agreement with the Aragua Lottery."
