                    Completion of Lottery Management System


New Media Lottery Services Plc, the AIM traded supplier and operator of lottery
systems and games for government sanctioned lottery programs and charities, has
completed development of the Lottery Management System ("LMS"), a software
engine that enables retailers and providers real-time access to key information.

Highlights:

   * Ability to make content decisions in real-time;
   * New system paves the way for administration-level control of game
     content;
   * Secure, robust controls for administrative management of the terminals;
   * LMS targeted to deploy in real-time in Ireland in the next few weeks;
     and
   * NMLS intends to utilize the LMS for distribution in currently managed
     systems as well as new deployments.

The LMS back-end protocol now facilitates terminal deployment strategies,
intelligent web-sites, and mobile gaming platforms. Administrators can access
usage reports and essential monitors designed to inform managers of content
activity, giving them control to make content decisions in real time. Connecting
terminals and mobile gaming platforms to a secure central server paves the way
for administration-level control of the game content. Overcoming this major
hurdle creates a Server Based Game System leveraging the many games from the
NMLS library that have been deployed in other licensed jurisdictions.

For land-based terminals and for delivery to mobile gaming products, the LMS
delivers secure, robust controls for administrative management of the terminals.
This technology endows the administrator with key information to make market
decisions that can maximize the potential of gaming products on new generation
platforms.

Today, growing numbers of Video Lottery Applications and casinos are converting
systems to support Server Based Games. Some of the key features in the new
product offering include delivering Advanced Security and Tracking ("AST")
methods to the terminal and mobile platforms. The LMS software package also
supports stable and controlled payouts of ticket pools brought to internet
platforms such as intelligent web sites. The LMS is also designed to be used in
completely platform-independent lottery or casino applications and for use on
devices such as wireless (Mobile), land-based terminals (VLT), internet (WEB)
and with Centralized Marketing Message (CMM) controls.

NMLS intends to utilize the LMS for distribution in currently managed systems as
well as new deployments, and the product is scheduled to go live in Ireland
within the next few weeks.

Tony Caporicci, NMLS's Terminal-Based Product Manager, commented: "This
