   CLIPPER WINDPOWER FINALIZES AGREEMENT FOR PROJECT SALE AND 1050 MW OF WIND
                           TURBINE SALES AND OPTIONS


Agreement Includes The Acquisition of Clipper's 100 MW Iowa-Based Wind Project
and Options on Clipper 2.5 MW Liberty Wind Turbines Through 2010


CARPINTERIA, CALIFORNIA - October 12, 2006 - Clipper Windpower Plc today
announced that it has entered into an agreement with FPL Energy, a subsidiary of
FPL Group (NYSE: FPL), for the purchase of Clipper's 100 MW Endeavor Wind
Project, including the supply of 100 MW (40 units) of Clipper-manufactured 2.5
MW Liberty wind turbines for the project, and options on an additional 950 MW of
Clipper units.  The Endeavor project, which began construction in September
2006, is scheduled for completion in spring 2007.  Options on the future
purchase of Clipper's 2.5 MW Liberty wind turbines include up to 200 MW for
delivery in 2007, and up to 250 MW for delivery in each of the following three
years, through year 2010.  In addition, FPL Energy has an option to purchase
Clipper's 50 MW Criterion project in Maryland.
