         Bell Atlantic No Longer Required to Pay Reciprocal
       Compensation for Internet Bound Calls in Massachusetts

The Massachusetts Department of Telecommunications and Energy (DTE) today
confirmed the Federal Communications Commission's (FCC) February ruling that all
calls to the Internet are interstate and not local calls.  As a result of the
DTE's order, Bell Atlantic - Massachusetts is no longer required to pay
reciprocal compensation for Internet bound calls.

This outcome is consistent with the assumptions in Bell Atlantic's 1999
financial plans and earnings targets.
