NEW YORK PSC CHAIRMAN ISSUES STATEMENT ON BELL ATLANTIC 271 APPLICATION

New York State Public Service Commission Chairman Maureen O. Helmer today issued
the following statement regarding Bell Atlantic Corporation's application to the
Federal Communications Commission to provide long distance service in New York
State.

"I am pleased that Bell Atlantic's progress in meeting the terms of the 271
checklist has reached the point of a filing with the FCC. The cooperation of all
the parties during the course of this review has facilitated a tremendous amount
of progress by the company in opening its local market to competition. If the
filing is consistent with the terms and commitments that we have established,
and the record we have developed over the past 2 1/2 years, I am optimistic that
I could offer my support. However, the proof will be in the details, and it is
only prudent that we conduct a thorough review of this extensive filing within
the next 20 days before I provide my comments to the FCC".
