ANNOUNCES TIMETABLE FOR CONSULTATION PROCESS ON
NEW LICENCES
Atlantic Telecom Group PLC ("Atlantic") announced
on 26th November 1997 that the Government had
approved in principle a licence to provide
telecommunications services throughout the UK.
The application which Atlantic submitted contained
the concept of a national telecommunications
licence (the Telecommunications Act licence)
coupled to radio licences for individual regions
of England and Wales for which Atlantic would need
to make further applications under the terms of
the Wireless Telegraphy Act 1949. Atlantic is now
pleased to announce that statutory consultation on
the Telecommunications Act licence to provide
telecommunications services throughout the United
Kingdom under Section 7 of the Telecommunications
Act 1984 has now commenced and responses are
required to be submitted to the DTI by 29th
December 1997. This Telecommunications Act
licence will allow Atlantic to provide services,
including its indirect service Crest, and build
and operate switching and other facilities across
the whole of the United Kingdom.
Of itself, the Telecommunications Act licence does
not allow Atlantic to provide its fixed radio
access service outside Scotland which is enabled
only through the issue of appropriate radio
licences under the terms of the Wireless
Telegraphy Act 1949. Atlantic understands that
the separate consultation process required on how
applications for radio licences in the ISM band
will be handled will also commence shortly and
shall be completed in early 1998. The
consultation process will be carried out by the
Radiocommunications Agency (RA), an executive
agency of the DTI enabling others who may have an
interest in providing services in the radio band
to make representations. This is an essential
part of the consultation process. Atlantic
believes that each of the regional radio licences
it applies to the RA for will, if granted, contain
coverage and build obligations for those regions.
The Scottish licences, already issued, contain no
such obligations.
