SI International Develops an Innovative Electronic Port Security
Solution for the U.S. Coast Guard RESTON, Va., March 17
/PRNewswire-FirstCall/ -- SI International, Inc. (NASDAQ:SINT), an
information technology and network solutions (IT) company, today
announced that it created an electronic document system that
enables vessels to fill-in and then electronically submit required
Notice of Arrival/Departure (NOA/D) information to the United
States Coast Guard (Coast Guard) for processing, screening and
storage. SI International's new system allows vessel operators in
transit to download the necessary NOA/D forms to their on-board
computer, enter NOA/D information into an offline form, save the
data and resume working on the form at their convenience. Once the
information is completely entered and validated, it can either be
e-mailed or submitted directly online to the Coast Guard in
industry standard XML format. The National Vessel Movement Center
(NVMC) was established after the terrorist attacks of September 11,
2001 to centralize the Coast Guard's NOA/D process for ships
entering and departing United States ports. NVMC designed the Ship
Arrival Notification System (SANS) to provide a Web-based
submission system for NOA/D information. Previously, ships and
their agents notified Marine Safety Offices (MSOs)/Captains of the
Port (COTPs) of their arrival twenty-four hours in advance and only
had to describe any hazardous cargo they were transporting. The
Department of Homeland Security (DHS) increased the pre-arrival
notification requirement to a ninety-six hour advance notice, and,
in addition to the previously required arrival and hazardous cargo
data, information on the ships' crew and non-crew must also be
provided. The main technical problem with the Web-based NOA/D
submission process is that vessel operators do not usually have
reliable Internet connectivity when they are at sea. SI
International's solution enables the operators to enter the data
while offline, and submit it later when Internet connectivity
becomes available. "We raised the bar substantially in providing a

easily comply with critical laws and regulations such as those
which govern the NOA/D process, enabling the Coast Guard to more
easily track and screen the vessels, cargo and passengers that

providing a means of significantly reduced NOA/D data processing
