MARKET OVERVIEW Overseas markets are struggling a bit this morning, as nine of the 15 markets that we track are positive, but the cumulative average return on the group stands at a minus 0.144 percent. Inflation in the Euro-Zone picked up a bit in March, but remained beneath the European Central Bank's 2.0 percent target for a third consecutive month. The Consumer Price Index for March rose by 0.7 percent on the month and stood higher by 1.7 percent on a year-over- year basis. The Nikkei failed to pare up weekly closes above the 12,000 level this week, giving up 2.2 percent on the week. The index remains 10.75 percent higher in 2004. By 10 a.m. this morning, we would have heard from three Federal Reserve Presidents and the Federal Reserve Chairman himself. Starting at 8:00 a.m., Richmond Fed President Broaddus and Atlanta Fed President Guynn will make appearances. At 8:15 a.m., Fed Chairman Greenspan speaks via satellite to the Atlanta Fed conference in Sea Island, Georgia. It is not likely that his comments will be very telling on the economy and direction of interest rates, since he reappears to testify before a Joint Economic Committee of Congress on Wednesday. At that point in time he offers up his economic outlook. At 8:30 a.m., we expect to be told that March Housing Starts rose by 2.4 percent, improving over February's 4.0 percent decline. In February housing starts surprised to the downside as analysts has expected a 1.0 percent rise. February's seasonally adjusted 1.855 million annualized rate marked a second consecutive monthly decline. A key metric as a potential leading indicator as to future activity, Building Permits declined by 1.5 percent to a 1.903 million annualized rate in February. At 9:15 a.m., the Ike and Mike of matched reports, March Industrial Production Index and March Capacity Utilization are seen at plus 0.4 percent versus a prior plus 0.7 percent and 76.8 percent versus the prior 76.6 percent respectively. Before you have time to exhale, the April Preliminary University of Michigan Consumer Sentiment Index will be released at 9:45. Analysts expect a pick up to 96.8 from March's final reading of 95.6. It is possible that the recent improvement in the jobs figures will bolster the readings. Finally at 10:00 a.m.: Boston Fed President Minehan moderates discussion on immigrant access at Atlanta Fed conference at Sea Island, Georgia. The Electronic Postmark service allows users to search the BMV's database for a driver's record, which is then converted to an electronic document. To certify the record's accuracy, a cover letter accompanies the document and is digitally signed by the BMV commissioner. The USPS Electronic Postmark System authenticates the document and electronically delivers it to the county prosecutor, who can print the record and use it in court. Before this service was available, prosecutors waited up to six weeks for processing and delivery. Now, they can get certified records in minutes. The Indiana BMV launched the program last December, and recently won the Massachusetts Institute of Technology Digital Government Award for the most innovative prototype service. With Indiana already leading the nation in the use of technology innovations, the state's BMV estimates that 100,000 driving records could be digitally certified through the new service each year.
