Comcast NBCUniversal has named Phil Tahtakran as Head of
NBCUniversal Federal Government Affairs and has promoted Margaret
Tobey to Senior Vice President, Regulatory Affairs. Tahtakran
succeeds Mitch Rose who was recently named Senior Vice President of
Congressional and Federal Government Affairs for Comcast
Corporation.
Tahtakran who joined NBCUniversal in 2010, will continue to work
out of the Comcast NBCUniversal Federal Affairs Office in
Washington, and he will report to Rose. Working closely with Kim
Harris, Executive Vice President and General Counsel of
NBCUniversal, he will lead coordination of NBCUniversal federal
government affairs efforts in concert with parent company Comcast.
Tobey will continue to manage the regulatory landscape facing the
broadcast business and FCC matters for NBCUniversal, reporting to
Harris, and serve as a member of the broader regulatory team headed
by Kathy Zachem, Executive Vice President of Regulatory and State
Legislative Affairs for Comcast NBCUniversal. Tobey will represent
NBC on the board of directors of the National Association of
Broadcasters, while Tahtakran will represent the company on federal
government affairs issues in conjunction with its membership in the
Motion Picture Association of America.

At NBCUniversal, Tahtakran represents the company before
Congress and the Administration on a variety of issues including
copyright, combating piracy of intellectual property, broadcast and
cable legislation, as well as theme park related matters. In
his time on the Hill before joining NBCUniversal, Tahtakran served
as a Legislative Director and Counsel, working closely with the
House Judiciary and Appropriations Committees. He focused on the
House Intellectual Property Subcommittee specializing in copyright,
trademark and telecommunications issues and directed the bicameral,
bipartisan Congressional International Anti-Piracy Caucus.
Tahtakran earned a Juris Doctorate degree from The George
Washington University Law School, and a Bachelor of Science degree
from the University of California Los Angeles.
Tobey has been with NBCUniversal for more than 11 years and has
over three decades of communications law experience. She joined
NBCUniversal from the law firm Morrison & Foerster. Tobey was
also previously a partner with Akin, Gump, Strauss, Hauer &
Feld, L.L.P. and Sidley & Austin, where she also specialized in
communications law. Earlier, she served as an associate with
Wilmer, Cutler & Pickering. She clerked for the Honorable Roger
Robb of the U.S. Court of Appeals for the District of Columbia
Circuit. Tobey graduated, with high distinction, from the
University of Iowa College of Law, where she served as editor of
the Iowa Law Review, and she received her M.A. and her B.A. from
the University of Iowa. She is a past president of the Federal
Communications Bar Association.
