In accordance with paragraph 17.3.9C of the UK Listing Rules (Disclosure of rights attached to securities), Standard Chartered PLC (the "Company") has today submitted to the National Storage Mechanism copies of the below, which set out the principal rights and restrictions attached to the Company's listed preference shares:

- Listing Particulars, dated 7 December 1995, for 8 (1) / (4) per cent non-cumulative irredeemable preference shares of GBP1 each with no equity voting rights;

- Listing Particulars, dated 9 December 1993, for 7 (3) / (8) per cent non-cumulative irredeemable preference shares of GBP1 each with no equity voting rights;

- Offering Circular, dated 1 December 2006, for 6.409 per cent non-cumulative redeemable preference shares of US$5 each with no equity voting rights; and

- Offering Circular, dated 25 May 2007, for 7.014 per cent non-cumulative redeemable preference shares of US$5 each with no equity voting rights,

(together the "Listing Particulars").
