Blocklisting Application



                   Irish Life & Permanent plc (the "Company")





Application has been made to the Irish Stock Exchange and the UK Listing
Authority for the blocklisting of 3,900,000 Ordinary Shares, of nominal value
Euro0.32 each, to be admitted to the Official List of the Irish Stock Exchange and
to the Official List of the UK Listing Authority and to the London Stock
Exchange and the Irish Stock Exchange for such shares to be admitted to trading.



The blocklistings will be used for the future allotment of Ordinary shares which
are issued from time to time pursuant to the Company's Share Option Schemes.
These shares shall rank pari passu in all respects with existing Ordinary
Shares.
