All 254 Texas counties now use e-filing for all case types

Tyler Technologies, Inc. (NYSE: TYL) announced, along with the Texas Office of Court Administration (OCA), Texas Supreme Court, and the Texas Court of Criminal Appeals, the successful implementation of eFileTexas™ for criminal case types in the state of Texas. As of January 1, 2020, both criminal and non-criminal case types are now required to be filed electronically in all of Texas’ 254 counties.

“The implementation of eFileTexas for criminal cases is a major achievement,” said David Slayton, administrative director for the Texas OCA. “The state of Texas’ court system is extremely complex, and by making e-filing mandatory for all case types, we’re able to streamline court document processing, bringing greater efficiency to our staff and, in turn, to our constituents.”

The Texas OCA selected Tyler’s Odyssey® File & Serve solution for electronic filing in 2012 to replace a system that only serviced a limited number of counties in the state. In September 2015, the Texas OCA and Tyler worked together to successfully implement e-filing statewide for civil cases nine months ahead of schedule, which remains the largest e-filing implementation in the country. As a result of the successful project, the Texas Court of Criminal Appeals chose to expand the scope of the e-filing initiative by mandating e-filing in criminal cases.

Tyler’s eFileTexas solution provides a single solution for all filing traffic outside of self-represented litigants and court generated documents. Not only does the implementation mean the elimination of paper documents for filing, it also provides improved reporting and advanced metrics to court staff throughout the state. For self-represented litigants, the eFileTexas self-help solution guides citizens through the e-filing process, explaining legal jargon and walking them through the legal process step by step.

In addition to e-filing, Texas also uses re:Search®TX, an online database that provides civil, family, and probate case information securely across all of the state’s 254 counties. The tool allows attorneys, justice partners, and other constituents to easily and efficiently access important case records and documents at any time. Combining this powerful tool with electronic filing throughout the state enables a multi-faceted solution that assists the court, state bar association, and citizens.

“Helping the state of Texas become paperless in its court filings for all case types is an exciting accomplishment,” said Terry Derrick, general manager of eSolutions for Tyler. “We’ve had a strong partnership with the Texas OCA for several years and have brought significant efficiencies to its court processes, helping them improve access to justice and enhance their daily operations.”

eFileTexas has more than 335,000 registered users and has eliminated 316 million pages of paper since it was implemented in 2015. It is an open solution that is integrated with 23 other vendors, including 14 different electronic filing service providers (EFSPs) and nine court case management systems, and it drives further efficiencies and paper savings through those systems.
