I am writing to you as Chairman of Telecom Argentina S.A (“Telecom Argentina” or “the Company”), as an update to the Relevant Matter submitted on October 21, 2019 through the Autopista de la Información Financiera (ID N°42533935-D).

In this regard I inform that the Board of Directors of the Company, taking into account the proposal with a favorable recommendation made by the Executive Committee of the Company, decided today to appoint Mr. Roberto Daniel Nóbile as CEO of Telecom Argentina, with effect as from January 1, 2020.
